The Shanghai Development and Reform commission will approve annual guidance plan of Green Electricity, and the Utility Companies shall do well in balancing the relationship between purchase and sale. If electricity capacity which has been purchased this year are larger than which has been sold, the additional capacity which has been purchased should transferred to the next year, and the capacity which will be sold should be increased. If electricity capacity which has been purchased this year are smaller than which has been sold, the additional capacity which has been sold should be transferred to the next year, and the capacity which will be sold should be reduced correspondingly. | |

1、The Utility Companies establish accounts for Green Electricity, in the same time, it will add the item that purchase of Green Electricity to the electricity bills of consumers of Green Electricity. And it will publicize the information about production, purchase and sale of Green Electricity termly. 2、The Shanghai Development and Reform Commission will check annual plan, price implementation and use of capitals of Green Electricity termly and publicize these information to Society. It shall authorize the audit organization to audit the price implementation and use of capitals of Green Electricity. 3、The municipal quality and technical supervision departments shall strengthen supervision and management for measure vessels used in trade and settlement. If finding illegal actions, it will check and punish these actions. 4、The Shanghai Energy Conservation Supervision Center holds the information about purchase and sale of Green Electricity, it submits the relevant reports to the Shanghai Economic Commission, and tables some relevant proposals and measures , assists the marketing units to make and implement the marketing plan of Green Electricity. In the meantime, it is also responsible for granting logo of Green Electricity and prohibition to abuse of logo of Green Electricity. |
